I wish I had had a lot of charisma when I sold this. I had just returned from an awesome PoJ group with a bunch of lewt (unfortunately, our warrior rolled highest on 3 out of the 4 diamonds that dropped) and I only got 72pp from this one. I guess I would have made alot more than 460pp from all of my lewt if I had gotten some charisma buffs. Oh well, I can just make even more from porting anyways =). Always get CHA buffs if you're broke! It helps damnit.
With max ally faction and 123 cha, you get exactly 100pp from a merchant.

With indifferent faction and 105 charisma, you still get 100pp from a merchant. ;)
I don't know about quest, but these fetch 72pp at your local vendor.

These were for a ongoing GM event, i dont remember what the reward of the quest was but i think the person who handed in the most of those things got some sort of prize. Unfirtunately for me i went out to sea a week before it ended so i never knew who won and what the result was. bummer. However i dont think these are a item matched with any NPC Quests. Hope this answers your question
