On TLP (as of classic on Yelinak) you can buy this from Ilrion Schaecius in East Freeport on the docks at 118, -910, and from Ennrion Striesius standing right near him. He is not available in the find window, but he is there, and has this pattern for sale.

I bought some from the pottery vendor in SH, I bought a stack, but it did not re-appear in the window for sale. I then ran to Shar Vahl then Katta and nothing. what gives?

was probably someone that had a surplus of them after they passed the trivial and sold what they had left to the vendor.
