What I have been told is the additional dmg such as Fire, Magic, Cold, etc does not actualy add to the direct dmg of the weapon. What it does is add the +4 to the total dmg on the hit. ex a weapon has a dmg of 14. and lets say that you are below lvl 20 (no damage bonus) The weapon will hit for "X" x 2 + 1 = 29 ("x" = 14) With the +4 fire dmg that will rais the max dmg you can do from 29 to 33.
Fire damage is subject to separate mitigation based on magic resist as well as fire resist on the mob. Also, certain mobs are invulnurable to magic, which makes it void. Some mobs can only take damage from a magic item weapon (such as wisps).

Could anyone explain thise Fire Dmg label? I've seen similar labels on other items, and was curious to how it works. Is that damage in addition to the 14 (in this case) or what? Thanks for any info.
