They are only going to give this spell to enchanters to cast on others for two reasons.
First, this is ALMOST an epic quality item/spell and is only available to Enchanters. It would be like giving an Item unlimited rezzes that can be cast on others and making it available to all instead of Clerics/Paladins only.
Second, VI has made items with a worn effect of FLOWING THOUGHT that allow other classes to get mana regeneration that otherwise wouldn't have it.
Most items that have unlimited charges of a spell that can be cast on others are usually only equipable by the class that gets that line of spell. Usually.

unfortunately, due to patching this problem, the Staff of Forbidden Rites (which is not unlimited charges, only 10 charges of the 90% rezz) is now "Highly Prized" by merchants and they will only part with it for very high prices. I believe the last total was 1 Million Plat. if 10 90% rezzes are worth that much cash to you, go ahead and buy it back, though for that amount, i'm sure you could buy a very loyal cleric friend.
