take note that those claw are consumed per combine. So you have to turn in 4 Needle Thin Claw each combine. Tiamon Aroo will sell 10 on server up but then you need to rely on the quest for more.

You get this by giving 4 needle thin claws (that drop off of needle clawed hoppers in Shadeweaver's Thicket and the Shar Vahl crater) to Tiamon Aroo I believe.

Tiamon Aroo is located inside the merchant building. Is one of two merchants there. loc -14440 by -2795.
