Fryghten, this isn't a mana regen spell. It has no relation to KEI at all. What it does is make all your spell casting act as if you were 3 levels higher than you are.
Say your level 40 and casting on things that resist you a lot, but your level 43 friend next to you is landing his. Quaff this potion and boom, you land yours as well.

yes veRANT has really paid attention to the cost and value of OTHER trade skills while still managing to ingore the cost/need function of Alchemy.

CHA at 147...the sap is going to run me about 19pp and the vine 68pp. That's aprox 90pp for a Clarity buzz- why? Totally useless for the cost(can get KEI for that cost). I suppose if you have the money it's nice to be able to Clarity yourself with out the bother of needing someone else to do it. But then again- everything in this game is becoming more and more dependant on being a member of an uber guild. I was looking forward to playing a Shammy...now that I've seen the cost of it...BIG time disappointment...what a waste.
