for tailoring, i got from 21-76 by making woven mandrake, then these...it might not have been the cheapest way, but everything was vendor sold in pot ;)

Are they stackable?

These are crafted by players and cannot be purchased from vendors unless someone has dumped some on one.

They are made using the Tailor and smithing skills with the following recipe.
First make
woven mandrake= 2 mandrake roots (purchased from an alchemy supply vendor) combine in sewing kit or loom. Trivial 66 makes 1

Then make steel boning using the smithing skill
steel boning= small brick of ore, file and flask of water. Combine in a forge trivial 37 makes 1

and finally make the picnic basket again using the tailor skill.
Picnic basket= woven mandrake and boning. combine in sewing kit or loom. trivial 76 and makes 10
