If this is NPC sold then what is the point in making it any more?
For those PCs who don't have foraging, this is a fairly cost efficient recipe for training in brewing.
Velium temper is used to forge Velium, the same way that water flasks are used for regular ore and metals.

Velium temper is used to make fishbone dart tools, which are used for quite a few fletching recipes. Also, a fishbone dart tool is an ingredient for the grandmaster's fletching knife.

It's used in the 8th shawl quest. Combined with 4 celestial essences it makes Coldain Velium Temper.
But, Coldain VElium Temper can also be purchased in Thurgadin.
