This item drops off a named mesquito "Soul Siphon." It is located in the underground part that you take down the watering hole at the zone in. It is in the top right circle area after all the little pools with wooden ramps. The mob conned Light Blue to lvl 75. There were 2 green mesquitoes that agroed with the named. They summon but are rooteable.

Confirmed this is the case. Got the drop when camping for mosquito boots.

i bought this when i think my enchanter was in her 20's, thinking "wow an item that has both int and cha". i was disapointed when i found out it wouldn't let me equip it. i know it says it has a reccomended level of 51, but at level 49 im still not able to equip it. do i have to wait until 51 to be able to use it?

I just double checked my SpDat.eff file and the spell "Soul Siphon" is not listed there. This wand has no effect the last time i saw one as well.
