If you go to eqtraders.com and input platemail helm in search window you will get a list of platemail helms. Click on this one and it gives a list ove vendors that sell this all over Norrath. I got mine in akanon. there sold all over but not in POK.

This cost me 368pp and I bought it in Kelethin off of Merchant Tananie. Lanhern Firepride in S.Qeynos does not sell this item and she is not a vendor anymore as she did not sell anything at all.

If you look at the person who listed you will see it is Allakhazam, the guy who runs the site. The price listed is the price if you buy from a merchant. Prices will run closer to 400pp if you are a gnome with OK charisma and faction.
I have been told if you get a High Elf Enchanter friend to get it for you can get around 200pp. However, they will need to have their charisma very high and their faction good.
Only people using trade skill will buy most armor from the merchant. This for example is used in making the Rebreather.
