Here's the details on how to obtain the item. It's a Dragon Circle similar to the Ring of Fire/Slime.

We found info about this drgon being on Stormhammer when we went after him...
The Dot can be resisted tho you end up losing 200hp and get it back real fast kinda strange... Oh and it lasts 8 games hours so if you don't resist it's best to die then get rezed to get rid of it or else you end up usuing all your healers mana up healing.
After you take down the first draon another spawns Ithiosar The Black it's ghost like and I'm not sure what it's like since we were not prepared for the second one and it killed the remaining people and then poofed when it didn't have agro anymore.

well if it isnt a fake, then any info how to obtain one of these?
I saw a few new Kunark item in last week but these is realy amazing, if it is questable or dropping from a bob you will trigger spawn then we realy could use some info.

It looked to be a gm event only but you can check the caves in swamp that lead to TT it was near the 3 reavers. Nasty guy 60+ with a dot aoe, took around 1200 off me first tick ad I didnt survive the second.

Yea it was a Gm event unless the message i got in EC about a mist of poison that settled around the swamp was just a fancy way of saying look a new spawn!
Its not a fake... Ithiosar was a dragon that spawned in the Swamp of No Hope. I don't know if he's permanent, a GM event, or triggered or what though. (Gee, I'm unhelpful lol)
