4 gnoll pup scalps to Phin (monk GM you start at in Qeynos). If you are playing on progression you will likely find the scalps on the vendors by the city gates to the north. Head band is lore, quest is repeatable though. Headband can be sold to a vendor too. Remember that you need it to do the next headband quest though.
