I'm not sure how hard this quest is, but this item seems a little light on stats, it has no saves and only pluses to 4 stats other than hp and mana. Might be easier to kill the ToV valley dragons in west wastes for their talismans, not sure, will check out how difficult the quest is, might be an ok neckpiece for an alt.
Sadly, I must agree. While I had a blast doing the Qeynos badge quests, and will likely do this one as well, I was hoping for a bit more.
I dunno, upgraded effect to truesight, or possibly +6sta as well. Just seems a bit weak.

Somehow, I think my shaman wouldn't mind having this... and if it is soloable by a bard, I bet a shaman could solo too =P
I would love this as a gnome wizard of solesek ro. I equip 2 rings with the following stats, 4 ac 8 int 45 mana 4 svf neg 8 str. With neg 16 str and quad kiting it's harder to walk around. There is the 8str 8int neckpiece but this here has 40 mana attached to it. For a quad kiting wizard 40 mana is a lot for one slot
The entire quest, from badge #1 - #5, is soloable to a 55 Bard. MUCH easier then killing WW dragons. And this item isn't bad at all. Even the final fight is soloable with a lot of care.
