This is tier two of the dropped armor in the expansion Torment of Velious.
The required components may be purchased in Crystal Caverns (ToV) from merchant Sandrice Gemheart. There is only this one place to purchase the Icebound Refined Velium. However alternately the emblems may be purchased from merchants in many zones who sell crafting materials. Smithing merchants sell emblems for those who wear chain and plate. Tailoring merchants sell emblems for those who wear leather and silk/cloth.
