Yes it drops off an earth elemental in the twilight sea also, just got one.
It drops in Velks off of the Kobolds as well. As of yet, we havn't found a use for it other than the 12p 3g 8s 1c we get from selling to a vendor on The Tunare Server. Maybe someday it will have a Tradeskill use like Rookie Scholar suggested but for now, we'll take the money :o)

Well, it is good to know who drops it, so I know where to hunt if I find out that I need it.
Now what I would like to know is: does I need for anything? or is it just vendor trash?
Now I can sell it to vendors for about 10-11pp so trash might be the wrong expresion.

Sells well to the merchants, odd for a quest item. Also hae found no NPC to give any hint around Katta about just what quest this is.

I believe these gems are just monetary drops. They leave room for expansion into trades later.
