one droped from a Rockhopper in Dawnshroud Peaks today
Killed one today easily. They have approximately 2k to 2.5k HP. It was wandering between Katta entrance and the closest vampire camp. Dropped the velvet sleeves.
Unlike other Twilight Sea armor quest items, "Velvet Sleeves" can not be sold to npc vendors. I tried npc merchants in both Shadow Haven and the Bazaar.
The Twilight Sea armor quests were one of the more interesting ideas in the Luclin expansion, but overall the quests and their rewards were poorly designed relative to the overall game. Too bad, really. And now, several expansions later, it's unlikely that Sony is going to go back and revise the mid-level Luclin quests to make them more relevant to the current state of the game.

I wanna give credit to Kleathu (30 druid) and Isuldor Nunemore (44 ranger) on 7th hammer for documenting the sleeve location.
A 30 druid and 44 ranger took one of these off a cral ligi tailor in Tenebrous Mtns.. right near the Katta Zone, fyi. The tailor is unique. It's the first one i remember seeing in a couple of days.
