After more then a year of hunting, then randomly checking this zone out trying to find this mob, I finally got the Glorious Sunflower. Pure dumb luck I found him, was just finishing up with the Chancellor and hit track. Lo an behold, there he was on track. He spawned in the right hand corner of zone, near the plateau. I wish anyone luck who is trying to get this mob. Don't plan on getting this piece of armor. If you do, you got lucky, like I did. It only took me more then a year to get it.

Has anyone completed the quest involved with this item? What zone/creature did this item drop off of?

It drops off of a Glorious Sunflower in Scarlet Desert. Good luck finding him, though. Been here for awhile and I have yet to see 'em. Seen a few other named flowers though. I believe the place holders for these mobs are the other named in the zone, which seem to be few and far between, unlike Tenebrous Mountains where if I check my tracking occasionly I almost always see a named mob, usually the little alien dudes. The bats and wolves are a bit harder to spot as are the vampires. But I digress. What I'm doing to get this guy to spawn is kill a bunch of sunflowers then try to take out a named or two attempting to get a named flower. If anyone sees a problem with this, please tell me so I can change my strategy. I really need to find this guy as he is the last piece of the puzzle for me.
