As a level 60 cleric, I'll occasionally pull out a 2hb, but only as a goof or for fun. I use the Rod of Virtue (30/35 2hb) myself, which is a giant book on a stick.
This staff is just a toy for the cleric who likes to have fun sitting in EC (or Unrest, etc.)
I also have two mugs and a plasmatic priest robe, when I want to pretend I'm a level 14 chanter. :)

I have a rod of virtue as well, and it's about as good as my 1hb/shield combination. (Dain hammer + OoIV...no, I don't have my epic ><)
Oddly enough, I keep that same plasmatic robe with me. Funny to know I'm not the only one.

Only the exceptions can be exceptional.
While the damage done by the effect is pretty nice, rain effects in general are pretty bad. They only hit 4 targets max, and the rate at which they hit is pretty weird.
If you have 1 target, you get 3 waves of damage.
If you have 2 targets, you get 2 waves for each target.
If you have 3 targets, you get 1 wve of damage for each target.
Oh, don't use this weapon if you're grouped with a chanter that is mezzing stuff. They'd be slightly PO'd.

Sorry, but Storm of Ice is single target only, not AE... same effect that is on Iceshatter, 325dd to a single mob.

Looks like a really souped up Imbued Fighters Staff for Clerics to use, although I don't think most will use it due to the fact that it only has 12 WIS on it but the 100 MANA looks tempting as well.
Looks like Clerics are getting nice melee items now, and although I don't recommend using it, it'd probably be cool to pull out from time to time and whack things with it. :p
