Well, actually if another class has some stat jewelry that is compensating for low stats and this would do instead then finding a ring or earring or neck item to compensate for the AC loss of these may be the way to go.
Not all items a monk can wear are lightweight. You'll find plenty of things a monk CAN wear but if they want their AC, they wouldn't touch them things :) good low level example is leather and patchwork, you can wear it, but a full suit will send you well over your weight limit
it's not really a good monk item. it's entirely too heavy. sure i guess if you're a lowbie and you would rather take a 4 to 6 ac hit for wearing these the rest of the stats are pretty good. but as for wearing legs that weigh 1... well that's almost insane. Wus leggings are some of the best legs in the game pre-dragon for monks. extremely light and stats which are almost comparable to shiverback in all except the SVF that shiverback has. conclusion: farm this for a bard or a ranger or maybe a rogue i guess, i dont' play any of those classes so i can't really say if it would be good for them or not. but i can safely say it's not for any of the real plate classes unless they're severely hurting for stats. "It's odd really. Im part of a great hand of mana, yet Im always out of just that: mana!"
Very rare drop off Gobblinstomper in the Blutigin cycle in FM. Killed this guy maybe 60 times got 2 pair so far. He pops in SW corner not far from BW entrance, (semi rare pop after the gobblin PH has been killed near the DL zone entrance.)
