I've been looking in the area stated above for weeks. Have found 50 each of other spawns, but none of these so far... what's the problem?

These ground spawns usually have multiple spawn points. Sometimes they are tied into all ground spawn points in the zone. I just rolls which item you are going to get each time you loot a ground spawn.
