If you decide to make the fishing pole yourself with a not-so-good Forage skill be prepared to spend 3-6 hours finding the drops in the Plane of Growth, Western Wastes and Karanas. (Forage 100 & some AAs invested).

Part of the Protection of the Cabbage / Earring of the Solstice quest. That is why it costs so much, not because it increases fishing by 5%.

I foraged quite a few dragon eggs in ToV while on a guild raid, but be warned you will need a gate posion or some other way out..

Sitting at the SG zoneline, i averaged foraging a dragon egg once per hour. got 4 eggs in 4 1/2 hours. I was able to make Dragon Oil with brewing 180, but failed 4 times with tailoring of 88 to make the treated fiber, and gained a skill-up on three of the four attempts.
Lastly, tried combine in a tackle box.. comlete failure, with fishing of 150. Can get very expensive fast, as well as time-consuming.

Rare Dragon Eggs

Dragon Eggs have been nerfed it looks like. If you try by the SG zone, you won't get a whole lot. I foraged for 2 hours there and got nothing. I went over by the shore and got a 2 in 1 hour. I went over in the dragon valley right in front of DN zone and got 10 in 2 hours. I think the Dragon Valley would be the best place for foraging the dragon eggs. It kind makes logical sense.

Are the foraged items needed for this combine droppable? And could a 48 Ranger survive in these zones? Never been to any of them but I have a 190 forage skill so farming them should be easy enough. ;)

The foraged items are droppable and usually for sale in the bazaar.

You could, conceivably forage the items yourself.

Plains Pebbles are an easy forage in any of the Karanas, all of which would be no problem at your level, assuming you're not KoS to the druids at the port in sight. As a ranger, I suspect you're not. You would, of course, need a Karana worshipping druid to imbue the pebbles for you.

Dragon eggs are a very rare forage in the Western Wastes. You get to WW by porting to Cobalt Scar, then swimming (invised) to the Siren's Grotto zone under water (to the NE, I think). Once inside SG, get someone to Lesser Succor you across the zone and run East into WW. WW is roamed by drakes, wyverns and named dragons, all of which will leave you alone if you have decent CoV (Claws of Veeshan) faction (an easy way to build up your CoV faction is to get in a "faction group" in the Great Divide and just kill giants at the giant fort -- this will simulataneously build up your faction with the dragons and dwarves). The zone is also roamed by velium hounds and ice burrowers which will be KoS to you and kill you, but do not see through invis. That said, I would still recommend just sitting at the zone in from Siren's Grotto to do your forages.

Sylvan branches are a rare forage in the Plane of Growth. You get to PoG by porting to the Wakening Lands and running North (invised) to the Faun tower with a moat around it. Note that zoning into WL, you may encounter Wuoshi, a named dragon who spawns near the portal and sees through invis. She is also on CoV faction and will leave you alone if your faction is decent enough. I don't think much else, if anything, sees through invis on the way to the faun tower.
There's a teleport device on the roof of the faun tower which will bring you to the Plane of Growth. PoG is the home of Tunare and as I'm a druid who worships her, I encountered nothing in the zone that was aggressive towards me. If you're a Tunare worshipper yourself you probably have nothing to worry about. Just don't kill anything, as it will ***** up your faction in Greater Fay and elsewhere.

Blessed Fishing Rod

Blessed Fishing Rod = Branch of Planar Oak + Celestial Essence + Blessed Dust of Karana + Spool + treated silk fibres (combine in tackle box, fishing trivial >200) ... please note that this fishing pole, like every other fishing pole in the game, can break if you fish with it.

Other combines that you need

Celestial Essence = 1 Celestial Solvent + 1 High End Research component (mortar and pestle, no-fail combine)
Blessed Dust of Karana = 1 Imbued Plains Pebble + Celestial Essence + Jar of Acid (kiln, pottery trivial 103)
Spool = 1 Sandalwood + 2 Velium Bits (unstacked) (forge, smithing trivial <=109)
velium bits = 2 small pieces velium, coldain velium temper (forge, smithing trivial <=50)
coldain velium temper = vendor sold *or* coldain heater + 4 celestial essence (brew barrel, brewing trivial 136)
coldain heater =water, allspice, brown algae, shot glass (brew barrel, brewing trivial 158)
treated silk fibres = Silk Cord + Dragon Egg Oil (sewing kit, tailoring trivial 150)
Silk Cord = 3 Silk Threads (sewing kit, tailoring trivial 26)
silk thread = 2 unstacked spiderling silk (sewing kit, no-fail combine, tailoring trivial 15)
Dragon Egg Oil = Dragon Egg + water (brew barrel, brewing trivial 150)

scent of marr is sold at the Dark Elf poison merchants above the fishing pool in PoK. use SoM to make celestial essence. The celestial sovent is sold by the dark elf located across from the wood elf merchant by the pool.

The fishing rod is one of the 9 gifts used in the Protection of the Cabbage quest which yields the Earring of Solstice or Xanthe's Earring of Nature. Due to the time and effort in making this, I doubt anyone would actually use this for fishing since it is breakable like any other pole.

This is not really hard to make, but obtaining the forage only components is a pain. The time spent foraging for Dragon Eggs (SS, WW & ToV) and a Branch of Planar Oak (PoG) is worth at least 2000pp.
