Is it just me or are these stats worse than plain leather and you have to be lvl 14 to get it? Someone please explain.

well the ac is worse, dunno if the weight is different, but the point of this quest is exp and faction, Verant likes to ***** the item and give faction and exp instead, oh and most iksar have base cha(60) whitch makes even basic leather a bit costly

Not to mention how iksar need to watch every copper they spend, have you ever played an untwinked iksar? Free armor is good, even if it does suck.

Agreed.. Untwiked Iksar BST on FV.. curscale armour quest was a godsend and did a couple of my BST armour quests as well. Will admit that the curscale armour quest is easier than this for about the same ac armour (and the curscale gives stat bonus as well)
