I think if you are 45+ you probably already have better items through drops or quests.

trust me, if you can afford a suit of this stuff you're probably lvl 45+.. if not you're close enough. it's NOT cheap to make.. the items required for it drop off of high level mobs.
so are you trying to say it is a symbol of wealth and power or something? I only ask cause i think he was trying to say that most people would probably have better stuff than this at lvl 45
Although it may seem counter-intuitive at low and mid-levels, items with HP and mana become worth more at high levels than items with pure INT.
This happens due to the INT soft caps. Once you reach 255 INT (and some say after 200 because of the diminishing returns over that point), only items with + mana can further increase your mana pool. HP is highly sought-after for all classes at the top end because of the amount of AE damage you take fighting raid-level caster mobs. Actually, HP matters in a lot of high-level xp groups too when the wizard overnukes or the enchanter's mez fails.
So if you have already maxed your INT in other slots, this is a fine choice even for a level 60 (make that 65 in PoP) due to the HP/mana.
Are there better boots with HP/mana at high levels? Absolutely. But this is good while you go after your VP and VT key.
