I have a feeling the devs accidentally made this item. There is another item with the same name that is a quest item.

I think that this is what Kerath was actually supposed to give us instead of the Mortian's Shovel if we do her optional step; and then we would give this to Bokon Karass. Probably the alternate path got cut or something.
