Frogloks can now worship Innoruuk and using the note from the DE in the EFP tunnels can gain enough faction to do this quest. Unfortunately, the reward does not list Froglok as a usable race and is therefore not equippable. This item has to be equipped to be used.
The first part of the Disciple Symbol of Innoruuk quest generates a single use halfling illusion mask. Strangely, the Skinned Halfling Face Mask IS Froglock usable but the Disciple Symbol of Innoruuk is NOT. I have not yet finished the Regent Symbol of Innoruuk for my little Inno worshipping Frog Cleric but have little doubt that it is also not Froglok usable.
I suspect this omission is an oversight. I will petition in game and recommend others do the same.

Like the Initiate Symbol of Innoruuk, this too can be useful over the long run for Clerics who find themselves in a group without a debuffer. Shamans can also benefit from the extra debuff this item affords them.
If my memory serves, this effect and the "Weaken" effect from the Initiate Symbol stack, which can add up to 20 STR or so removed from the target. That's a decent chunk of meelee power removed from a lot of pre-PoP critters. Even if you normally wear a better-stat neck item, keeping these Symbols in the bag for quick swapping when needed could be worth the space, and the weight is negligible.
On top of that, adding a little extra STR to yourself can be handy for the occasional meelee attack.

This is a must do quest for Innoruuk shamans, this is needed for the next quest in this line, a necklace that has a click snare (clinging darkness).

I see that this item is only equipable by Clerics and Shamens, but can the item's effect be used by other classes, as long as it is in your inventory?

Unfortunately, if you right-click on it while it is in a general inventory slot, it will say that you must have it equiped in order to use it. The same applies to all other initiate/disciple/regent/warden symbols.

hmm...i wonder if this has anything to do with the Realm of Heroes quest?
the 6 STR is at level 1, maxes at 10 str transfered

Hail, this is a good item to have. I'm only a lvl 10 dark elf cleric but was lucky enough to get a high lvl to assist me in attaining this item. The good thing is it doesn't matter your lvl or dex to proc. All you do is right click on it. The only downside is it takes about 5 seconds to cast and can be interupted but adds the same str to you as a enchanter strengthen spell.

This spell is a low level necro spell which takes 6 str off of the mob your attacking and gives it too youself.
