Tried to make this with my wood elf druid and nothing. Got a message saying I had to be a high elf to make...then in the wood elf forge it wouldn't combine. Is there a solution to this?

You can find recipies for just about anything player made, including a bunch of the May 8th additions to Tradeskills (of which this is part). In the link bar on the left, click on Recipes, then Cultural Recipes, the High Elves. Full listings of the components needed, as well as the skill levels at which each piece becomes "trivial."
If you don't know much about tradeskills, this site offers some great beginners guides to getting started, costs involved, and tips and tricks.
Im seeing some gaping holes here and true to form, more of Verants coddling of evils. Unless Mithaniel Marr and such get such smithed armor then this is just plain obscene. I mean, 3 evil dieties and 1 good? Whats up with that?
Mithaniel Mar set of armor is Human (Qeynos) Cultural smithing. It's one of the "fill in the blank" Helrdric armors. The hole here is that they are only usable by human, barbarian, and half elven worshipers of Mithaniel Marr that can use plate armor (I know someone with a HE chanter that worships Mithaniel Marr...how could she turn her back upon the all mother?).

Change the imbued gem and a HE Mith mar worshiper can wear this armor. Each diety has a gem. Emeralds belong to Tunare. You can imbue a diamond and put it in place of the emerald and you get High Elf Mith Mar armor.
Kind or surprised no one else has responded to this post. If I understand it right, a member of race that doesn't worship the stereotypical god of that race can still make some cultural armor for themselves by changing the gem. That would mean human Sks could probably make human cultural plate armor and wear it by using the Cazic or Innoruk appropriate gem when they make it. Did anyone else get that from Meddling's post?
There are only two types of full mithril. Blessed (tunare) and the regular, unimbued, non deity restricted kind with less wisdom. Put an imbued diamond in instead of an emerald, and you will get a does not combine message.
However, with the specific examples you gave, of humans and heraldic armor, a human SK CAN get Innoruuk imbued heraldic (hateful), or Bertox imbued heraldic (fetid). However, there is no cazic thule imbued heraldic.
There are however, Ralloz zek, Mith marr, Ero marr, Karana, solusek ro and rodcet nife imbues.
This MAY be where the earlier poster got the idea that cultural armor can be made with any gem. Since humans have so many deity choices, they get a lot of versions of cultural armor.
But the bottom line is, High Elves only get TWO kinds. Dark elf gets 2 kinds, Ogre gets 4, and so on, deviate from the recipe AT ALL, and it will not combine.
It definitely isn't an oversight. Only 2 races of elves can be clerics. Dark Elves and High Elves are allowed to be clerics. The Half-Elves and Wood Elves have the druid for their priest class.
And halflings have both classes. Just because your kind keep seperating themselves into smaller and smaller groups to be "diffrent" dosen't mean that clerics and druids can't be in the same race. Humans have druids and clerics too. I suppose a cleric could worship Karana (but why any loyal follower would ignore the followings of the wild to favor the more "civilized" teachings of a cleric mystifies me.)
