By far the most valuable website of information for the Fletching skill, including all of the Blessed Faydark bows, has got to be the EQ Rangers website. There's also a complete listing of what arrows you should make, the cheapest way to increase your fletching skill. A Wood Elf smither with a skill around 160 can make this for you. All the supplies are in Kelethin and Felwithe and he has to use the Fier'Dal Forge. Check out the tradeskill section here or the cultural section at eqtraders.com

My WE on MT is successful with the kit about half the time with a skill 0f 106. Sunlar on Xev with a skill of 129 hasnt missed yet and made a point of skill, too. The kits are great containers, too. wt of 2.

My wood elf with a smith of 109 also was sucessful at least half the time making these fletching kits. Nice container, 10 large slot and I think only 1 weight.

You make it in the Fier'Dal forge in Kelethin. 1 small brick of mithril, 1 water, 1 dagger blade mold, 1 hilt mold. Trivial under 42. See http://www.eqtraders.com/secrets/recipes_woodelf_cultural.htm for more details.

Hardest part is foraging the stupid branches, ive been averaging 45 min to 1 hour per branch in EW, havent tried PoG yet. I dont have the fletching skill to make the UBER bows yet anyhow!!

This just means that a level 1 character can use the bow and get the full stats.
If it was, for instance, Recommended Level 35, and you gave it to a lvl 1 character, the damage and stat bonuses would be reduced. The stats would then slowly increase until you reached leve 35, at which time it would be what you see posted.
Alternately, you would not be able to equip the bow at all until level 35. I've seen items that use both tactics (but can't say which off the top of my head).
It's just VI's way of attempting to reduce twinking with certain things.

Made a couple today. Succeeded twice in 5 tries and they were not trivial at 121. They're not particularly cheap to attempt (about 85p) so raise your skill until your pocketbook is ready for the attempt.

I think this might be fake, and I am one of the last ones to call items fake. Someone give me a recipe for this and I'll try it out and I'll change my mind on it.
No, Diety simply means this item was imbued with a dieties power, through the use of an imbued gem in it's construction. Most cultural armors, all player-made idols, and several other items reflect this. And, this item is not a fake, as I have seen several of them constructed (and one in my trade window)
Mostly correct, but this recipe doesn't actually include a gem (would be emerald for tunare).

It also means that if you do not meet all of the requirements of Class/race/Deity ... you cannot use the item .. you will get a repsonse when trying to equip it , something like " your Race/class/Deity is not able to use this Item"
