Just got one off a Skeletal Lieutenant in Qeynos Hills, for the Halloween event today.
I thought that with a no drop tag, this must be a quest item, but haven't found a quest for it yet. Any mob called 'a pirate' has a chance to drop this. I got mine off a female human. The one pictured shows a male barbarian. Unfortunately, with no room to hold it and not being able to sell it because it's no drop, I had to destroy it. I think they should remove the no drop tag or else incorporate it into a quest.
If you were me and I were you, would we still be friends?
Must be a quest in Legacy of Ykesha somewhere...look what it identifies as...

Yesterday, a dwarf pirate attack me while at bank in Firiona Outpost (a bank robber? lol). Killed him and drop 2 of them. i left them on corpse.

I picked one of these up last week. Still not sure what it is for. If anyone has any info i would greatly appreciate it.

It's not a new drop, I have had one since Kunark opened. I have yet to find a quest that is looking for this item.
