The +15% durration to buffs caused by Zephyr of Brell may work for bards, but not how you want it.
The game times all buffs in ticks (6 seconds real life). All buffs are tick based. Most bard buffs are of a 3 tick (18s) duration.
The game will add % durration and round DOWN to the nearest tick. So a 15% durration increase to a 100 tick (10m 0s) spell will last 115 tick (11m 30sec).
This effect is useless on most bard buffs as 15% to 3 ticks is 3.45 ticks, rounded down to 3 ticks for no change in actual results. BUT on a longer buff such as Selo's Accelerating Chorus or Dance of the Blade, both 25 tick (2m 30s) buffs, 15% to 25 ticks is 28.75 ticks, rounded down to 28 ticks (2m 48s).
Zephyr of Brell on a 25 tick (2m 30s) song would be an additional 3 ticks (18s). /yawn
Have I tested it? NO. I play a bard as main but do not have the shawl to test it. (Working on it now though.) But these are the mechanics the game uses when +/-% duration to buffs. No reason it wouldn't work on a bard as well.
Bards MAY be excluded from classes effected from Zephyr of Brell as flowing thought items don't work at all on bards. It may be an all or nothing deal. I hope someone will test it soon and post their results.
The same applies to right click toys that buff, again unless the effect totally doesn't work on bards (and/or pure melee with clicky toys).
