I have just tried this out, and it seems that it only works in the 1st inventory slot (upper left) and ONLY when placed directly in the slot - no bags.

Unless its a bug, this items DOES NOT need to be consumed to incur the stat benefits. Just picking them up and keeping them in your inventory is enough to gain the benefits. This was verified by myself and two others.

Just be sure you place it far enough down in your inventory so you dont eat them :)
