It was likely made No Drop to prevent farming of the elusive gnoll Gnasher Furgoot.
As I have this item and having done the quest to get it, it can be seen as an honor bestowed by the Captain in Qeynos and as such should not be transferable.
Charisma items are also beneficial to classes that use charm spells like us druids on animals.
+5 CHA is a welcome addition how ever it comes.

Yes, most definitely to prevent farming. There was a time when you couldn't get near Gnasher because there was always someone on his spawn point at the exact moment he popped. The same with Hadden. Everyone wants that damn fishbone earring and a few know the exact time and place he will pop and camp there, log, and then come back just as he spawns, which can suck if you are a melee there waiting for him and all of a sudden a wizzy appears out of the blue and kills him with 3 nukes just you are about to turn on auto attack. :(

Not sure how elusive this guy really is. He wacked my little dwarven cleric one day on a run from halas to qeynos and i vowed revenge.... next time though (about a week later) with my hobbit ranger found him on track and got a little payback. Looted the head and the note mostly cause i thought the head would make for a nice trophy. Only to go to SFG looking for faction quests and find a guy askng for the head lol talk about luck i guess.
P.S. I found out after my long run from Oasis to SFG that i did not need to get faction among the rangers there i was already amibly LOL guess i will do the jaggedpine cloak quest now

hehe when i first started playing EQ a friend gave this to me i have used it while i sold stuff ever since and yet i never noticed they changed it to nodrop until today lol . i got this i think may 11th 1999. anyone know any reason why such a cheesy item would be made nodrop?

Charisma items aren't "cheesy" -- they have a major effect on vendors prices -- ask any enchanter or bard -- or even a paladin for that matter. I would guess they made this no drop so that people would actually do the quest. Kind of radical thinking I know.

ok i think there is something missing i went to the temple of thunder today looking for quest some lady said something about medals being missing and that if 1 is found to bring it back to some dude in the temple the key word that made me think about the merit medal is casue she said the ppl that where it become more charismatic.i think it is worth a try.when i had gotten the medal with my warrior i destroyed it since i had a great str item on neck and also i had not talked to her since i followed cazic thule, but it is worth a try
