Umm, how to say, not very wonderful at all?
It's given to you by the NPC at the Luclin Spires at the locations given. When you hail them they should say something along the lines of "If you wish to [travel to Luclin]", they will give you it once you ask to [travel to Luclin].
Just stay in between the spires and make sure you have the Shadows of Luclin expansion, you will get ported to the nexus on Luclin.
P.s. I don't know if you have to have the SoL expansion to get the stone.
