This was given to some PC's tonight, August 12, 2003. Also one Mechlo powersource (int+10, wis+10, sv magic+10, sv something else +10) was given out. This event happened in Steamfront mountains near the giant gears after killing the Mechlotyranacon that was invented by some gnome whose name i forgot =/. But anyhow, it does still appear =)
