I'd be inclined to agree. I made a run thru Halas just now and managed to get every one BUT this one, within 15 minutes. Halas is a tiny zone and they don't even hide them all that much. I just wonder if the normal spawn spot for THIS one is unusual, like deep behind a rock or some other hard-to-locate spot.
