Rain of Fear
From zone line head NW to the green wisps, treants and mulchs. The viridian ghosts do stun, mez and mem blur but have the best drop rate. Treants do snare but their drop rate seems good too. Stay away from the Kirathas village, after about 100 kills there still was no drop. You might also want to farm for the "Dark Black Gem" augment (20 AC, 45 HP) which is a zonewide random drop.

Also dropped off thorned mulch over near Scorn. In Erollisi Grove. It also appears to help the drop rate if you pull 2 mobs at a time. Like a mulch and the viridins ghost together.
After killing a bunch of the mobs for the Charm Aug in the zone, I have drawn the conclusion that the highest spawn rate is ironically the most annoying mob: The viridian ghosts that stun and memblur you.

I just looted this off of a Tortured Treant. The character models are different enough that when the change happens, it's noticeable.
i cleared the kiratha village three times, then pulled 2 mulches, first one transformed and dropped the piece

Just got a drop off a Kirathas villager, it is also possible that they have fixed the transform glitch too. When I got mine, the village I engaged was already in apparition form when I start killing and transformed to a treant at low health, so it might be possible to know whether the mob will drop the quest piece before even start killing them (but I didn't check other mobs for this so I am not sure).
Heads up regarding this piece:
The humanoid mobs in zone shape shift to ghostly apparitions at low life -- this can and does ***** with the intended transformation to the treant model. Twice I experienced Kirathas mobs that never appeared in treant form, yet they still dropped the quest piece. Early on in this quest I set an audio trigger for reveals its true form! and with both of these Kirathas mobs, the audio trigger did indeed fire, but no treant model was ever seen. Had I simply been steamrolling trash looking for treant corpses, I would have missed both drops.
Third drop I got from one of the thorned mulches (the lil' green bush models).

Dropped off AKirathas Villager in Hills of shade, The Villager would transform into a Treant keeping the same name and Antipodal Light of the Heavens was the loot. Not sure if it dropped off any other mobs.
