Yes. It seems to drop 1 per kill, every time from at least the calculating overseers, and perhaps all the mobs that drop them.
- One good spot to find this is in the Silent Hall in Shard's Landing (the church in Underground City).
- Put your group into corner near the altar and pull impassive clergyman etc. near altar.
- Remember to dispel mobs, otherwise they hit for over 13,5k.
