The soggy Halflling puppet is Fished from Crystal Caverns : Fragment of fear. I do not know the Min. Fishing skill needed to obtain this due to the fact that my fishing is maxed at 200. It is Common to obtain at this location...Neg 345 Pos 754 Neg 536 Or Right by the Quest NPC Bronigan.
You click your puppet the puppet Reappears into your inventory..

This is all i have gotten so far.... I have been looking through various zones Thus far i have tried Brell Serilis and looked in the Halfling home city Turning up empty handed on whom your suposed to turn the puppet into. Will keep adding Information as i find out and or get it GL
