I can't find this item anywhere! I have like 1-6 of all the other drops in the entire zone. I just need this last one to update final achievement!
I finally found it deep inside the Palace.

Based on Merf's comment I spent a long time running around finding spawns inside the Palace, but after a while there weren't many spawns appearing. I'm pretty sure the spawn limit includes the ones outside as well as inside, because once I cleared a bunch outside there began to be spawns inside again. The second time I went out to clear the outside, I found Foreign Currency as one of two spawns atop a trash heap not far from the entrance quest hub.
It does seem to be the case that when one spawns deep in the Palace, beyond about the first room or so, it will almost always be from this collection; the ones in the first room or outside can also be from Dirty Robotics. (I definitely found at least one spawn point, in a pit leading to one of the dungeons, that had one from each collection, so don't skip a room just because it gave you Dirty Robotics last time.) All told, I collected 24 pieces of Dirty Robotics, 39 of One Pig's Trash, and 4 Resilient Nature, before finding my currency on the 68th pickup.
