The only critter this drops from in CoM is the captain of the guard (he drops this, a fine steel Ulak - no drop, and a coin used for a bard quest every time he is killed)

I found this shield while in City of Mist for a few hours the other night. I believe it dropped from a Vapor Golem, but I'm not positive
