I got one of these too, on one of my unused accounts unfortunately, so I decided to make an Enchanter on this account and level her up. Always wanted to add a Chanter to my stable.
I was hoping this carpet would levitate but that is not the case. I do think its movement is very smooth, pretty much no bobbing when in first person. Oddly enough when in third person, the carpet behaves like any mount, and is bobbing up and down a bit as if galloping.....which looks rather silly imo. I guess fixing this sort of stuff is just not worth the effort, was hoping it would 'glide' more. Also, can not sit on the carpet, standing looks a bit odd.
Having said all this, the carpet looks beautiful, and the ride (when in first person) is smooth. I do not think this carpet will speed up to your fastest mount though, which is a pity. So it'll always be Run2 and never Fast.
EDIT: Actually, when I look up the Spell effect in Lucy, there are two entries, one for Run2 and one for Fast. This makes me believe that it actually will match the speed of your fastest mount.

Came from a pack. Very rare. Provides fast mount benefit plus some HP, mana and AC. Sweet item, no drop, of course. Looks very nice with the tassles and all.
