Like the below post stated these really aren't worth while to make. It cost more to make this than you could possibly ever sell it for. I've smithed a few just for the heck of it to see what they looked like(standard buckler look) and gave them away to a few low level sk's and pally's running around at the time. This shield use to be human/monk equipable as well and I gave one to a monk friend as a gag gift. I'll have to see if she still has it and if it is still human/monk equipable...

it does not dropped, it is made by Human Cultural Smithing, at the Freeport Forge. It is also expensive to make, making it hard, if not impossible, to sell. So, few if any smiths attempt to make it.
