Ogres have their own War Mace which can be crafted and imbued, so they likely reserved the Northman Mace for good races, while the Ogre War Mace can be used by evil races.

Creatures: None. It's a crafted item.
How: Frost Temper + Mace Head Mold + Oak Shaft + Medium Quality Metal Sheet + Imbued Jade. Made in a cultural forge is my guess. Every city has at least one.
Rallos Zek: That's the diety you MUST follow if you want to use this.
Skill: I'd say at least 150 before trying to make one.
