The stats are slightly higher than what are listed here with Lucy with Max Ally faction.
The Item Collector sees the item.

There is a separate multiplier sent by the server that we can't detect, so we can't be sure what the maximum stats should be.

I can confirm that the more mercenary/partisan/missions you do, the better the stats get. It is not based on faction atm, they are supposedly fixing this with a patch soon.

seems to have wrong build up as you can see many are max ally and getting dif stats wonder if it is going up as you complet quest in rof like the aug dose

Lvl 94 with max ally confirmed via the Crystal Circle Builder achievement.
Still this charm only have
AC: 3
STR: +1 STA: +1 AGI: +1 HP: +86 MANA: +87 ENDUR: +85
SV FIRE: +1 SV DISEASE: +1 SV COLD: +1 SV MAGIC: +1 SV POISON: +1

Stats raised since my last post.
So what did I do?
Turned in another shard, but no UD on charm within the next 3 mins.
After that I killed about 12 Alarans in the living quarters in SL and finished the quest Fear Begins At Home
AC 4
HP 108
Mana 110
End 108
All stats 1
All resists 2
Atk 1
Heal amnt 1
Clairv 1
So what did I do?
Turned in another shard, but no UD on charm within the next 3 mins.

L98 also max ally -- Magud gives message that my faction could not possibly get any better - but still takes shard; stats = ac 2 hp 65
