There are multiple pirate events in legend.
Freeport east and
Northern Desert of Ro:
East Commonland:
Captain Jakko and pirates storm
This event seems to be linked to adjacent zone,
as if countless skeleton pirates run cross over multiple zones. I saw some groups camping in Nro for skeleton pirates storm.
Oasis of Marr:
Captain blackhands/blackhart and their undead crew
(Galoroso Strongrutter at Dock in Oasis is a story teller)
I have just saw hight level players fighting with captains(blackhands is lvl35 another captain seem to be 40+)
Erud's Crossing:
Captain Dorian Dulein and his undead crew
(Idelia the Serene by the ghost ship is a story teller)
When I visit there, their epic fight was over.
In legend server, one or more GM-admin work in 24H so that multiple GM controlled event progress everyday.

Whole pirate stuff is because the Dulien pirate story is coming in. Ya know the captian in Qeynos? He fought a pirate guy forgot his name, but anyway they opened some cosmic rift and undead sailors are pouring into Nro and such.
well, i think there are no mobs all over the place and there are skeletons in freeport, so i guess that's what these drop off of.

Dang, someone doesn't know how to use image editing software.. do we really need to load up an 8'" x 10" image? hehe
So, I'm curious, what is the storyline on Legends? What's with all this stuff dropping in East Freeport? Did some group of NPCs take over Freeport , or are people just randomly killing NPCs on that server?
