I killed high shaman 7 times and got 1 odd cold iron neck. since he spawns only 1 time every hour it took a while. I got 7 to drop in 1 hour in stonebrunt killing all the trash kobolds around warrens entrance. If you need these, you know where to go.
oh yeah ( edited) they seem to drop off both greater and lesser kobold shaman in stonebrunt. so far no other mob dropped it for me.
another edit - got one off a kobald wanderer just now. I keep on farmin'
another edit. i finally got one off a kobold spiritslaver (in stonebrunt of course)

i got mine of a savage kobold they not regular but random drops from nearly all kobolds
They drop regularly at the first camp to the right as you leave the Warrens. Clear the camp a couple of times (good exp for levels 20 - 26) and you will have several.

Also drops off the Kobold Spiritslaves in Stonebrunt
Also from the Ferocious Kobolds at the camps in Stonebrunt (got one at the camp right near the druid port-in)
