This will drop off of any random mob in zone, however I have found it to drop more frequently off of the Elementals and Wasp Spiders just inside zone from Goru kar Mesa. It drops quite often so it is an easy AC aug to pick up.

killing Gnolls around drooid portal had 3 drop in a row off gnolls

Drops in the Steppes. I was killing random trash (basilisks, wolves, earth elementals) near the south zoneline when I saw my first one.
