I found this from The Succor Point walking toward the PoK book.
Location is Positive 2892.94, Positive 593.18, and Negative 55.28. I had been all over this zone, No Luck. Found it here however. I believe that is is random, but if not I hope this helps.

you dont have to leave the zone in, i got it after about 40 mins of foraging right where i zoned in at, and then would have gotten another, said duplicate item.

I can confirm this. My fifty-one level Ranger (Foraging 200) found this without moving from PoK book zone in on the third try.

Have my ranger camping the lich cave for my pally epic and hit forage everytime I pop up. Found it on like my third forage. Have found it two other times I'm thinking Since I get the duplicate lore items not allowed message.

Ok so my foraging is (86) and i am looking for this thing in south by gigantic wooly spiders for 20min and get bored so i run to giants to kill well...i cleared the giants and stil no root so i go back to the south...nothing so i go to maryg the fisher man to sell my loot from giants and after i sell i head west and as soon as i hit the land i pressed forage and BOOM you have scrounged up something that doesnt look edible...so i hope this helps it was west of myrag the fisherman

Took me about an hour to Forage this one. Asked other rangers in my guild, about the same on average for them. Obviously, this is a random drop just like every other epic foraged item, but this one seems a bit more common than some of the others. Obtained May 5, 2006, with Forage skill of 70.

My ranger forraged 3 of these in less than an hour. Since they are lore I only got to keep one of course. He was in the south part of the zone killing the gigantic wooly spiders. hope this helps those looking for these items.

As much fun as walking around Everfrost is, following the advice of keeping forage macroed to my movement, I did not find one for over an hour. Being bored, I grabbed North and South Ice Giant camps for some exp and pp. After about 4 rounds, I got a root. So, if you dont want to just wander the tundra looking, maybe you should try the Ice Giants to the east of the Adventurer's Camp at the entrance to Permafrost. Just an idea.

One of the best ways to forage items is simply to place a macro on one of your movement buttons. That way every time you turn left or right in a zone you'll forage if it's available. I've gotten many items I needed in this manner, and didn't have to spend time waiting in various zones to get that special one. Not to mention that I've got a great run on my foraging skill and food aplenty. With the shared inventory slots I only ever have to buy water for my other toons.

I've been trying and trtign to forage this stupid root. I have a skill of 46 and frying my brain for hours on end. Is there a certain area where you have to forge this thing or what?

I did spend hours foraging for the four items needed in the Ranger Epic Quest some weeks ago before giving up and going back on a killing spree! Just yesterday I decieded to try to collect the four items again. Went to ImSwamp first, as I was close, and got the mushroom on the first try! I couldn't believe it, I had never even been to this zone. Just poped, foraged and boom. Then I went to Misty Thicket for the mudroot. Poped in from POK and started to forage as I practeced some spells. Third tries a charm! About 6 minutes later and I am headed to EF for the Chilled Tundra Root. Found dozens of these as a newbie in this zone so it should be a piece of cake....famous last words. Dowh! Couple hours of buffing newbies and no Chilled Tundra Root! Its time for bed! Sniffel...sniffle...... Damn these random counters!

Update:

Started at it agian this morning and within about 10 minutes got the Chilled Tundra Root and headed for G. Gaydark. Popped in at the POK book close to the L. Faydark zone and started to forage. Luck was with me again this morning as I got the Ripened Heart Fruit on the 3rd forage! The only thing that all four foraging runs had in common was that I started at about 6:30 AM Centeral Time and I always stayed right around the POK book or at the enterance of the zone, I never roamed around. Maybe that had something to do with it!? Otherwise I feel very luck to get all the items that quick when I was actually looking from them! P.S. This was with a forage skill of 178-180, got the two points durring the 3 hour process!

I have been hunting in Everfrost of the last 3 level and got this root at least 5 times. I destory it everytime. I ask others what it was use for and NOT ONE person would tell me.Smiley: disappointed
After this site I hope I will be lucky and get it again but the five times is was really gets meSmiley: banghead

Just wanted to mention that my level 13 ranger foraged this in Everfrost. My foraging skill was quite low, 'bout 8 or so. Glad I don't have to try to find it later though Smiley: grin

I think anyone with forage skill can forage it. But its only use in the Ranger and Druid epics, so it lists RNG / DRU for class. In other words, it's garbage to anyone else.

Need forage above 100. At the "Master" mark you are eligable to forage what are deamed special items for the zone. AKA things other than roots, globes of water, etc.

When my ranger was lvl 29 (now lvl 31, almost 32) and was in Everfrost, I foraged... And my forage was only 87 at that time...

Never, NEVER!!! try to take a bite out of one of these roots! My own grandpappy lost two teeth tryin' to nibble on one of these! Honestly though, some six months back my druid at 26th got one fairly quickly. Then in his hunt for mama mammoths over the next two 'very short' levels, must have gotten the 'Duplicate lore items not allowed' (or whatever that message is) another six or seven times. Granted, if you are going for your epic RIGHT NOW, 30 seconds seems like an eternity. If you are however hunting in Everfrost anyway (big money and good exp on mama mammoths <26 to 30> and icy orcs <29 to 32 or so>) you'll probably forage this root multiple times. If you do, KEEP IT!!! You'll probably never want to return to Everfrost after (with the posssible exception of Ice Giants, good exp from 52nd to 'your next trip to a mental institution' <AH HAHAHAHA, snicker, giggle, drool>). Honestly, best just to stay out of the frozen north unless you HAVE to go there <grin>. Good luck with that foraging my fellow tree huggers!! Stay sane!

Awhile Back i spent 2 weeks in EF foragin for this damn root. I was pretty proud of myself when i finally got it. But, then i started forafin rare stuff all the time. I had a friend of mine tell me the VI increased the chances of foragin rare stuff to help us poor druids out with our epics. That may or may not be the reason but it is really easy for me to forage rare stuff now.

Brad McQuaid, scourge of the known universe, stated that the hard cap for all skills is 252(or 255, i dont remember). But in any case, the machete would give you 220 effective skill. Heres an example of the hard cap idea: Int/wis. The "soft cap" used to be at 200, but the hard cap was at 255, meaning you could still get 255 int, but whats the point. However, now, they changed the soft cap, its still 200, but you get more mana from it.

jewerly craft however can only be raised to 250 but with the grandmaster piece it can raise it to 252 no higher

I was running through Everfrost Peaks one night with my druid, and foraged one of these roots. I kept it, and stashed it away in the bank, because I figured I would need it someday.

A couple weeks later, I was in Everfrost with a friend, protecting her a bit while she hunted, and over the course of a couple hours...

You have found something that doesn't look edible.
Duplicate lore items are not allowed.

I saw this message about five or six times! This just made me laugh, after thinking about how many people spend hours sitting in a zone trying to forage that rare quest item.

Tip for you druids and rangers (bards too, but to a lesser extent): In Katta Castellum, at the garden outside of the main government building in the upper part of the city, there is a female halfling druid trainer (Tobala Honeyjar)out on the main pathway that gives out a couple of forage quests. One of these quests (ask about [rare plants])results in a Foraging Machette, a 1hs weapon that can only be used by RNG/DRU/BRD. It gives a 10% bonus to your forage skill! With 200 skill in forage, this machette will bump that up to 220 skill. Now I'm not exactly sure how the "rare forage" checks are done, but having a higher skill seems to increase your chances to forage a rare item. Ask any high level druid, and they'll probably tell you that on some nights, they forage more of the rare junk than actual food or drink.

That's a nice idea and all, but IIRC VI stated that the +% modifier items/weapons won't put you past your hard cap. It will put you past your level cap though.

Yup, but 200 is not the hard cap ;).

For all skills, the hard cap is at 252 (or 255 :p).

No, you're incorrect. The HARD cap means the ENDING cap for a class. i.e. Since a druid cannot gain skill in foraging past the number 200 on the little list, 200 is the HARD CAP for foraging for druids. 252 and 255 are the hard cap for such things as spell casting types for druids, but not for foraging.

Hmm.. Wait a sec I think you have something mixed up bro. Chanters are goggles over +jewlcrafting items, because although the skill max is 250 (hardcap?) the +jewling items raise it to 255 I believe. These modifiers actually DO add on to the skill if you have it maxed, but I think the cap is 5 points... something like that.
Which means this sword will add 10% until you get close to 200 skill when it will start to add only the percent to give you 205, I think.
I may have something mixed up here, as forage is an ability and jewling is a craft maybe there is a difference. But it would make sense that skill modifiers would work the same way for both.
Maybe a jewler can clear this up for us with definate figures?

basiscly u can raise any skill to 252. if u have a big enough modifer. if u can raise your skill to 200 and have a modifer of 10% u WILL have a skill of 220
if u have a skill of 250 and u have a 5% modifer u will raise your skill to 252 even though u have an extra 12skill point from the modifer it isn't going to go above the cap of 252
