Shadows of Luclingot this on bst, and it procs for my at level 33, so I would say the level for proc is 30 hope this helps

Any idea when this procs?

It procs on my Beastlord. He bought it in Bazaar on Fennin Ro for 1200pp at level 40. Doesn't proc that often, but I am only at 120 Dex at the moment. I am dual weilding this and Fireclaw Talon hoping to get more procs (Fireclaw Talon 8/26 Fireclaw Proc 75dd) and this item procs for 25dd most so far at level 41. Hope this helps.
