If the frogloks will sell to you, they are the easiest source. Gukta stone from PoK will take you nearly right to the Zoks, 3 of them in the brewing supply tent sell short beer. Closest suppliers to PoK I have found. Correct me if I am wrong.

Check "Curves", between the brewing merchants. Cheaper to buy than brew, and faster. Used for the beer batter.
