This doesn't appear to be entirely accurate. I am currently wearing a full set of glorious cultural armor, which by its very nature is tailored specifically for my class, and the stats on this charm are nowhere near what the max stats show here. So perhaps you are once again required to get a full set of top-end raid gear before you get max stats on this item.

That's because cultural armor isn't class specific. It's race and armor type (plate/chain/leather/silk). If your armor indicates only one class can use it, that's just because your race only has one class that uses that armor type. This charm is checking for group/raid named drop armors which are class specific.

You might have to wear the class-specific dropped gear to get full stats. I don't know why but SoE treats gear that's augged to be class-specific as not truly class-specific. Cultural armor does weird things to stuff like this.
